I think the consensus is that if numbnuts reports, Watts will be the odd man out, though I would cut Clemons and keep Watts. If you look up "poor to mediocre" in the pro football dictionary you will find a picture of Clemons.

He's a good young prospect, but the Jets need 3 TEs on the roster. Unless Firkser or Kuntz or Sefcik aren't going to the PS, I don't see the point in adding another TE to the PS. I can see 2. I think Bates could possibly replace Yeboah if what I've read about him is anywhere near being accurate.
Bates is on the active roster since he was a waiver claim. Waiver claims have to go on the active roster. Firsker and Kuntz wound up signing onto the practice squad. The only way to get Bates onto the practice squad would be to pass him through waivers.

He has had a lot injuries, and supposedly hasn't played well since his rookie season. He has only appeared in 10 games and hasn't started any. In those 10 games he has 1 assisted tackle.
I don't know if it's true or not, but a poster on another site said that he hasn't played well in preseason. If true, that's a very risky move. Is he fully healthy? He doesn't know our scheme, has no chemistry or communication with our other DBs.
He isn't a vested veteran, so would have had to go through waivers, which means you're right that he would have to go on the roster.

After spending six seasons at Kentucky, tight end Brenden Bates is receiving some serious late interest heading into the draft from NFL organizations. The Cincinnati (Ohio) Archbishop Moeller product has spoken with the Arizona Cardinals, Baltimore Ravens, Chicago Bears, Tampa Bay Buccaneers, Miami Dolphins, and Minnesota Vikings. Bates is also receiving interest from the Los Angeles Chargers and New York Giants. The Cincinnati Bengals just hosted the hometown product for a private workout, according to Aaron Wilson.
Brenden Bates (6-4, 246) did not receive an invite to the combine but a strong pro day performance which included an excellent 40-yard dash time (4.66) and broad jump (10’02”) has put him on the radar for NFL organizations.
The former high-three star recruit in the class of 2018 played over 1,200 offensive snaps during his time at Kentucky recording 26 receptions for 272 yards. Bates was a traditional Y tight end in Kentucky’s pro-style scheme but also spent some time playing fullback. That experience along with some good testing data could allow the tight end to sneak into the seventh round next weekend.

At that point, the priority will match the NFL standings. The end of the claim period is Wednesday (Today) at 12 p.m. ET. After that, teams can sign players to their practice squad.
Practice Squad
Practice squads can have 16 players but can add an international pathway player without counting against the limit. Ten of the 16 players must have no more than two accrued seasons and the other six don't have any limitations. Teams are allowed to promote two players from their practice squad on gameday and each player called up will revert back to the PS. Teams can do that with a specific player up to three times. I was surprised that Brownlee made it and Levao didn't. I was shocked that Watts made it. Based on TC tweets and the preseason joint practices and games, he really hasd't made much impact since OTAs until the Giants game where he got a half sack and a tackle, I think. I knew that the Jets really liked him and gave him a big signing bonus, but I didn't think that he'd have much trouble passing through waivers, but hopefully, the Jets knew better, and Levao will pass through waivers.
I love the initial roster. The Jets signed a TE (Brendan Bates) that the Bears cut that is a really good blocker, and can play as a FB, but also has good hands. I wonder whom they will waive/release to add him to the roster. At least, that gets the Jets up to 3 TEs. I'd still like if they could sign a good WR to replace Charles, and maybe add a S (Lewis Cine?) to the PS or roster.

Like Kohl Leveo, has some upside had a great camp. Brandon Smith WR, seems to be able to get deep, and makes those contested catches.
